【奇喵视角】沉默的铁狮——中国大学校园面临性骚扰问题

A Chinese undergraduate’s exposé of alleged sexual harassment on a prestigious Beijing university campus has grabbed the country’s attention and lifted the lid on a taboo topic in China.

一名中国大学生对北京一所著名大学校园内涉嫌性骚扰事件的揭露引发了全国的关注，打开了中国这一禁忌话题的盖子。

Kang Chenwei, a third-year student, documented 60 alleged instances of sexual harassment over the past decade at Beijing Normal University, one of China’s top universities and one of the few with a majority female student population. Cases range from peeping Toms to an assistant dean who allegedly attempted to drug and fondle students.

大三学生康宸玮记录了过去10年北京师范大学(Beijing Normal University)发生的60起涉嫌性骚扰的案例。北师大是中国顶尖学府之一，也是为数不多的女生占多数的高校之一。这些案例既包括偷窥狂，也包括一名据称企图迷晕并非礼女学生的副院长。

The attention attracted by the revelations has prompted an unusually public debate in China, where concerns for a university’s reputation and students’ desire to avoid public shaming generally result in harassment cases being dealt with quietly or covered up. The cases we can see in media are only the tip of the iceberg.

这份揭露校园性骚扰的报告引发的关注在中国掀起了一场不同寻常的公共辩论。在中国，对大学声誉的顾虑以及学生希望避免公开羞辱的心理，通常都会使性骚扰案件被悄悄处理或者掩盖。律师李莹表示：我们在媒体上看到的案件只是冰山一角。

While there isn’t much media coverage of the issue, campus sexual harassment happens very often, said Li Ying, a lawyer involved in one of China’s few high-profile cases, in which a history professor in Xiamen University was fired in 2014 after coercing multiple students into having sex.

虽然对于这一问题的媒体报道不是很多，但校园性骚扰发生得非常频繁。李莹代理过中国为数不多的几起引发广泛关注的性骚扰案件中的一起——厦门大学(Xiamen University)一名历史系教授在胁迫多名女学生与其后于2014年被学校开除。

Ms. Li, the lawyer, said Chinese regulations do not require schools to act on complaints of campus harassments. There isn’t a clear definition of sexual harassment in our laws. It’s very difficult to file a sexual harassment case for the victims, and it’s also very difficult for the judges to rule on such cases.

李莹律师表示，中国的法规并不要求校方针对校园性骚扰的投诉采取行动。我们的法律没有对性骚扰的明确定义。受害者提起性骚扰诉讼非常困难，法官也很难对此类案件做出裁决。 

The tendency to cover up campus sexual harassment issues was based on the patriarchal idea of not washing the family dirty laundry in public, said Li Tingting, a feminist activist who attracted international headlines when police arrested her for planning a protest against groping on subways.

掩盖校园性骚扰问题的倾向来源于家丑不可外扬的封建宗法观念，女权活动家李婷婷说。李婷婷曾因计划一场反地铁性骚扰抗议而被警察逮捕，这使她吸引了国际新闻头条的关注。

Another factor contributing to harassment on campuses is the lack of sexual education in China. Mr. Kang originally launched his investigation to determine what motivated a male student caught taking photos in a girl’s washroom at Beijing Normal last spring. He discovered the student had no previous sex education before arriving at the university.

另一个导致校园性骚扰频发的因素是中国性教育的缺失。康宸玮发起此项调查的初衷是为了寻找今年春天一名在北师大女卫生间偷拍而被抓的男同学的行为动机。他发现，该学生在来北师大前从未接受过性教育。

The same lack of education might prevent female students from speaking up, said Xiao Meili, a campaigner against sexual harassment. Many female students who have been sexually harassed are not aware of the concept. They feel uncomfortable when it happens to them but they do not know what they are victims of, said Ms Xiao. Others decide to bite their tongues because the perpetrators are often their professors or people in power.

反性骚扰活动人士肖美丽表示，缺乏性教育同样可能会妨碍女生将受到的骚扰说出来。许多遭遇性骚扰的女生根本不知道这一概念。当这种事发生在她们身上时，她们感到难受，但不知道自己是什么的受害者，肖美丽说。还有的人决定忍气吞声，因为施害者往往是她们的教授或者手里有权的人。
